The Public Comment Period for the 2025 Statewide Transportation Improvement Program (STIP) was held from June 18 through July 3, 2024. The draft 2025 STIP includes funding from federal, state, local, and private resources over four years for capital improvements. The Public Comment Period for the Draft 2025 Regional Transportation Improvement Programs (TIPs) is ongoing from March through June 2024. Each region has a 30-day Public Comment Period in which the Draft Regional TIP will be available for review. The 24 Regional TIPs and two statewide TIPs will be combined to create the State Transportation Improvement Program (STIP). Visit our TIP Map to see when your region’s comment period begins!

Metropolitan and Rural Planning Organizations (MPOs and RPOs) are local planning organizations responsible for regional planning and programming for all modes of transportation. MPOs and RPOs work closely with PennDOT on local and statewide transportation matters, evaluate the performance of regional transportation systems, and determine the required resources to maintain, improve, and expand regional transportation facilities. Pennsylvania has 23 MPOs and RPOs, and one independent county.

The STIP is a short-range planning tool, required under federal law, that lists statewide planned projects and assigns funding over a four-year period.
