Long Range Transportation Plan (LRTP)

A Long Range Transportation Plan (LRTP) sets goals, objectives, and multimodal strategic directions for Pennsylvania's transportation system. Statewide and regional LRTPs help guide the planning process and future policy decisions.

Who creates it?

PennDOT creates a statewide LRTP covering a 20-year period. Metropolitan and Rural Planning Organizations (MPOs and RPOs) create regional LRTPs that also cover a 20-year period.

When is it updated?

The statewide and regional LRTPs are updated every six or 10 years. The regional LRTPs are updated every four or five years. The Public Comment Period for the draft 2045 statewide LRTP and 2045 Freight Movement Plan took place from September 20 through October 19, 2021. The draft plans will be adopted in late Fall 2021.

How does it impact the planning process?

The LRTP sets the goals, objectives, and strategic directions used to guide policies, programming, and project selection. The projects in the 12-Year Program must align with the policies, visions, and goals in the Statewide LRTP. The projects in the Regional Transportation Improvement Programs must align with the policies, visions, and goals in the regional LRTPs.

Public Participation Opportunities

  • The draft 2045 statewide LRTP and the 2045 FMP Public Comment Period took place from September 20 through October 19, 2021. The draft plans will be adopted in late Fall 2021.

The Long-Range Transportation Plan (LRTP) is updated every six to 10 years and looks ahead 20 years to establish multimodal strategic directions for Pennsylvania’s transportation system. The draft 2045 statewide LRTP was developed in coordination with the draft Freight Movement Plan (FMP) that proposes strategies, recommends policies, and identifies projects to improve multimodal freight movement. The Public Comment Period for both draft plans took place from September 20 through October 19, 2021. The 2045 LRTP was adopted in Spring 2022.

The 2045 FMP is pending federal guidance associated with the historic passing of the Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58, also known as the Bipartisan Infrastructure Law). While federal guidance is pending, PA On Track remains the current Pennsylvania Freight Movement Plan of record.

Regional LRTPs

Metropolitan and Rural Planning Organizations (MPOs and RPOs) develop Long-Range Transportation Plans (LRTPs) as an integral part of their planning process. Each LRTP identifies transportation needs, goals, projects, and policies covering a 20-year period, and is usually updated every five years. Click on a region to view the current LRTP.
