The 2025 12-Year Program (TYP) was adopted by the STC on August 14, 2024. The TYP is Pennsylvania’s official mid-range planning tool. It lists statewide planned projects and assigns funding to projects over a 12-year period. The first four years comprise the Statewide Transportation Improvement Program (STIP). Thank you to everyone who made the 2025 TYP possible – PennDOT, the STC, Metropolitan and Regional Planning Organizations, and all those who participated in the public outreach process. Your valuable input helps to shape the direction of the TYP.

The Public Comment Period for the 2025 Statewide Transportation Improvement Program (STIP) was held from June 18 through July 3, 2024. The draft 2025 STIP includes funding from federal, state, local, and private resources over four years for capital improvements. The STIP consists of a list of prioritized projects and project phases identified for funding by federal fiscal year. Read the draft version of the plan.

The Public Comment Period for the Draft 2025 Regional Transportation Improvement Programs (TIPs) is ongoing from March through June 2024. Each region has a 30-day Public Comment Period in which the Draft Regional TIP will be available for review. The 24 Regional TIPs and two statewide TIPs will be combined to create the State Transportation Improvement Program (STIP). Visit our TIP Map to see when your region’s comment period begins!

Metropolitan and Rural Planning Organizations (MPOs and RPOs) are local planning organizations responsible for regional planning and programming for all modes of transportation. MPOs and RPOs work closely with PennDOT on local and statewide transportation matters, evaluate the performance of regional transportation systems, and determine the required resources to maintain, improve, and expand regional transportation facilities. Pennsylvania has 23 MPOs and RPOs, and one independent county.

The results for the 2023 Public Comment Period for the 12-Year Program Update are ready to view! We analyzed 10,573 survey responses, which were shared with Pennsylvania’s Metropolitan and Rural Planning Organizations (MPOs/RPOs) for future planning. Although the Public Comment Period has concluded, the Transportation Survey will remain open until September 30, 2023, to provide an extended opportunity for the public to get involved in the process.
